Homelessness in California: The State's Uncoordinated Approach to Addressing Homelessness Has Hampered the Effectiveness of Its Efforts

We conducted an audit of five local governments who play a key role in a Continuum of Care (CoC). Our assessment of CoC agencies—groups of organizations, including local government agencies and homeless service providers, that receive funding from the U.S. Department of Housing and Urban Development to work toward ending homelessness within specified geographic areas—focused on best practices related to homeless services.

Employment Development Department: EDD's Poor Planning and Ineffective Management Left It Unprepared to Assist Californians Unemployed by COVID-19 Shutdowns

The economic shutdowns in early 2020 led to historically high numbers of UI claims in a very short time (claim surge), and further shutdowns began in December 2020, raising the potential for additional spikes in unemployment. This audit reviewed EDD’s response to the claim surge, its handling of the resulting backlog of unpaid claims, and the assistance it has provided to individuals through its call center

Employment Development Department: Significant Weaknesses in EDD's Approach to Fraud Prevention Have Led to Billions of Dollars in Improper Benefits Payments

Since the surge in pandemic‑related California unemployment claims began in March 2020, individuals, news organizations, and law enforcement officials have reported many cases of potential and actual UI fraud. Not surprisingly, the pandemic conditions increased EDD’s UI workloads and also resulted in changes to federal UI benefit programs, both of which have created a greater risk of fraud

Judicial Branch Procurement: Courts Generally Met Procurement Requirements, but Some Need to Improve their Payment Practices

This report concludes that the five courts we reviewed for this audit—the superior courts in Alameda, Contra Costa, Lake, Orange, and San Bernardino counties—adhered to most of the required and recommended procurement and contracting practices that we evaluated, but they could improve in certain areas.

California Department of Public Health: It Could Do More to Ensure Federal Funds for Expanding the State’s COVID‑19 Testing and Contact Tracing Programs Are Used Effectively

We found that the State has met or exceeded targets for testing individuals for COVID‑19, but contact tracing throughout the State has lagged behind case surges that have far exceeded Public Health’s initial planning

Economic Development Programs

This audit was conducted to review performance measures and cost-effectiveness of economic development programs. The audit found that the department spent 22% of its small business assistance pandemic relief funds and can improve its business contact information. Further, business attraction and retention activities can be more effectively evaluated, and performance measures and metrics could be better used to evaluate outcomes

State of Connecticut Single Audit Report For the Fiscal Year Ended June 30, 2021

We have conducted the Statewide Single Audit of the State of Connecticut for the fiscal year ended June 30, 2021. Among other findings, this report identifies that Connecticut nursing home residents and staff for COVID-19, the state Department of Public Health did not track whether testing providers were also collecting insurance payments that would need to be remitted to the state

Report on COVID-19 Test Reporting Involving the Iowa Department of Public Health and State Hygienic Laboratory

This report was initiated due to state and county level employees reaching out to the Auditor of State’s Office to discuss reporting delays related to Test Iowa. The reporting delays mentioned could have a negative impact on the pandemic response by hindering contact tracing and decision-making at both governmental and individual levels..

A Special Review of the Department of Commerce, Community, and Economic Development (DCCED), Alaska Coronavirus Aid, Relief, and Economic Security (CARES) Act Small Business Relief Program

The audit concluded that the Small Business Relief Program disbursed approximately $282 million of CARES Act funds through the issuance of 5,754 grants; however, the distribution rate of grant funds fell far short of expectations. The State expected to distribute $150 million per month, yet only $18 million was distributed by the end of the program’s second month. Additionally, Results of testing found a high rate of unallowable grant awards. Auditors tested 155 grants and identified at least one error for 39 percent of the grants tested

Follow Up: Arizona school districts' and charter schools', and ADE's discretionary, COVID-19 federal relief spending - in fiscal year 2022 and in total through June 30, 2022

This special report provides summary information and four interactive dashboards with Arizona school districts' and chart schools' reported spending in fiscal year 2022 and in total through June 30, 2022, and planned future spending of allocated/awarded COVID-19 federal relief monies as required by law. In total, districts and charters reported spending $2.2 billion, or almost half of their relief monies through June 30, 2022.
