We recommend the EAC require the Office to implement the following procedures: Establish, document and communicate internal control policies and procedures that ensure any use of the Election Official Exemption is permitted by federal grantors, if involving federal award, authorized in accordance with the State’s Fiscal Rules and that the rationale for its use if documented.
