notify the Afghan Ministry of Defense (MOD) of the construction deficiency and maintenance issues so that the MOD can take whatever action it deems appropriate to (a) address the lower weight carrying capacity of the three elevators installed in the hospital’s main building; (b) repair the surgery annex’s only elevator, which is not functioning; and (c) replace the missing handrails in the hospital’s two main building elevators.
