To improve the effectiveness of USAID-funded projects and planning for future energy projects, we recommend that the Director of the USAID Mission in Afghanistan take the following four actions: Work with the Afghan government and international donors to revise the Afghanistan Energy Master Plan to include realistic goals and timeframes based on prioritized project need, costs, and benefits;
