We recommend that the New York Department of Health develop guidance on not claiming Federal Medicaid reimbursement for HCBS services provided under The Children’s Waiver in excess of monthly allotments authorized in beneficiaries’ plans of care, which could have reduced or eliminated an estimated $3,281,635 in overpayments during our audit period
