Rec. 2.a: The DoD OIG recommended that the Director of the Defense Security Cooperation Agency update the Security Assistance Management Manual to include explicit language describing the combatant command's responsibility for oversight of the Security Cooperation Officers' transfer documentation in the Security Cooperation Information Portal. The update should also include explicit language describing the frequency with which combatant commands should review the Security Cooperation Officer's transfer and routine and enhanced end-use monitoring documentation in the Security Cooperation Information Portal.
